These terms govern your use of Wilmington Residents Directory. Using the site means you accept them; if you do not, please do not use the site.

1. Nature of This Reference

Wilmington Residents Directory is privately operated. It describes and links to public rolls, record indexes, and directory collections associated with people who live or once lived in Wilmington, North Carolina. It does not host government records and has no connection to an office, court, or records custodian.

2. Rules for Lawful Use

Use this service only for lawful purposes. You may not use it, or material reached through it, to:

  • Stalk, harass, intimidate, threaten, or harm any person
  • Locate someone protected by a restraining or protective order
  • Commit identity theft or fraud
  • Make FCRA-regulated decisions involving credit, employment, tenant, or insurance matters

  • Disrupt the operation or security of the service

3. No Consumer Reporting Service

This service is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Neither its content nor the results from a linked search tool are consumer reports. They may not be used to assess eligibility for credit, employment, housing, insurance, or another FCRA-covered purpose.

4. Outside Services

Government portals and outside services, including sponsored search tools, maintain their own terms and policies. We do not control or accept responsibility for their content, availability, prices, or data practices.

5. No Warranties

The service is provided "as is" and "as available" without warranties of any kind. We do not guarantee that its information is accurate, complete, or current, or that a linked portal will operate or return correct results.

6. Limits of Liability

To the fullest extent allowed by law, we are not liable for direct, indirect, incidental, consequential, or special damages arising from use of this service or a linked resource, including decisions based on records reached through it.

7. Indemnification

8. Intellectual Property

The original text, design, logo, and layout are protected by copyright. You may link to a page or quote a brief attributed excerpt, but may not republish complete pages or systematically copy the content.

9. Updates to These Terms

We may revise these terms by posting an updated version here. Using the service after a change means you accept the revision.

10. Restricting Access

We may limit or block access for a user who violates these terms or abuses the service, at our discretion and without notice.

11. Governing Law

North Carolina law governs these terms without regard to conflict-of-law principles. Public-record access discussed in the reference is subject to the North Carolina Public Records Act, N.C. Gen. Stat. §§132-1, 132-6, and 132-6.2, which does not require a custodian to create a new record.

12. Severability

If a provision of these terms is unenforceable, the remaining provisions continue in effect.
